Schaedler's film tells the fascinating story of Tibetan monk Gendun Choephel whose robes ultimately proved to be too constricting for his imagination and intellect. Born in 1903, Choephel left an indelible mark on Tibetan culture and became an icon for young Tibetans today. Lobbyists, lawmakers and their constituents are seen debating and discussing the concerns of the electorate, on issues that range from violence in schools, mad cow disease and video voyeurism to illegal immigration, secondhand smoke and the deregulation of telephone rates. At Evergreen Primary School in Wuhan, China, a Grade 3 class learns what democracy is when an election for class monitor is being held. Three children are chosen by the teacher as candidates and they have a few days to campaign and convince their classmates to vote for them.
